With a population of nearly 13 million, Mumbai is the 6th largest city in the world. However, its entire infrastructure, from streets to trains, from phone service to electricity, is hopelessly dilapidated. This became especially clear in July 2005, when heavy rainfall almost completely paralyzed life in Mumbai. The program describes the causes of the catastrophe and searches around the globe for answers to an urgent question: What do other cities do to prevent a similar collapse of public life?
